The wisdom of the declaration of Independence: When ever any form of Government, becomes destructive of [its obligation to the people] IT IS THE RIGHT OF THE PEOPLE TO ALTER, OR TO ABOLISH IT AND INSTITUTE NEW GOVERNMENT.
In my personal considerations of Village dissolution, consolidation, and other government reforms, I always keep in mind and for front the vision of the community (of which we have none) and how to best achieve collective results.
Likewise, government efficiency and working for the people are equally important when deciding which government structure, Village or Town is best equipped to meet public needs and desires. I am not convinced either way, both institutions are failing us.
The common factor appears to be the lack of leadership of elected officials, and self-interests of public employees and appointees. Lack of Transparency and accountability will in both cases (Village or Town Government) have the same results, withering and decay of a community.
Structure does help it is a tool, but the people and elected officials are ultimately responsible in utilizing that tool correctly and to its fullest potential.
Along with Village dissolution, we here in the Township of German Flats and the Village 's of Mohawk and Ilion, should also consider municipal consolidation of the Village's into city status, and or Mohawk dissolving as a village as well. Too many duplications of services and inability to finance them. County Government is probably the best approach, but much reform is needed here as well. 17 legislators is to many and an appointed Administrator of no effect. Reduce the number of Legislators to 9 and have an Elected County Executive, held accountable by the people and then perhaps maybe this area (Herkimer County) can move forward.
I also believe that northern Herkimer County should be annexed into Hamilton county and Southern Herkimer County become part of Oneida and Fulton County. All three of these counties have shown far greater responsiveness and stewardship to the people than Herkimer County. A county of approximately 60,000 people total has no clout and or financial seed on its own. These numbers are around or less than one city in Oneida County (Rome or Utica).
Too many independent and self-interests in this area, with no vison or leadership, many taking individual and multiple tracks concerning public services and government thus the inability to move forward not so much the structure of Village Town etc.
