HOW HIGHS THE WATER....FEE, MOMMA

In November of 2015 a pubic hearing hearing was held to to increase the water rate by 14%. the primary reasons:




The wells were put into use to supplement the reserviors for Village Water. The reserviors also need repair and the use of the well will assist when those repairs need to take place.

To date no repairs have been made to reservoirs, but these repairs were known to need repairs going back for some time, most noted starting in the Cushman/Stephens era. Although no Village Board meeting from the same era have been released via FOIL, the MUB MINUTES ARE VERY TELLING ABOUT THE MAINTENANCE, OR LACK THERE OF OUR WATER INFRASTRUCTURE.




The largest reason is the fact the $5.2 million USDA loan.


"The new wells were put into use to supplement the groundwater reservoirs that the Village maintains and the Village will begin to repay the USDA loan of $5.2 Million with the first payment of $307,971.00 in 2016. The water rate increase will assist with the repayment schedule that begins in 2016."


The village boards have failed at secure any funding to repay this loan, which was given in circa 2012, if they had once the loan was received, as common sense alone should have been done, 2% rate and 2% property increase every budget, there at a minimum, would have been a substantial head start for set aside funds would been available. But 2012 era was one of many issues concerning finances in the Village.


One of those concerns, was the bonding of $1.1 million to pay a settlement agreement for the litigation with Herkimer County workers compensation cost. Passed by NYS legislation.


And as we now know that, was the same time we started fast approaching the Constitutional Tax limit

Perhaps it would be more appropriate to state:


POOR BUDGET PLANNING BY REPEAT OF SERVANTS, CONSTITUTES THE VOTING OUT OF THEIVES IN THE DEN, ON ALL LEVELS. AND A FORENSIC AUDIT OF VILLAGE AND OFFICALS COFFERS.

Barton & Loguidice: o Environmental Assessment Part 2 Review: Christian Lawton of Barton and Loguidice reviewed the Environmental Assessment form and explained any impacts that may be made due to the Ilion Sewer System Improvements Project. o Resolution #2017-72: A motion to approve Resolution #2017-72, which indicates that the Village of Ilion’s Sewer System Improvements Project is a Type 1 action and will not have a significant adverse impact on the environment, was made by Trustee Socolof and seconded by Trustee Hartmann.

o Resolution #2017- 73: Bond Resolution #2017-73 was presented and authorizes, subject to permissive referendum, the construction of improvements to and reconstructions of the sanitary sewer system of the Village of Ilion at a maximum cost of $10,200,000 and authorizing the issuance of this amount in serial bonds. A motion was made to approve Resolution #2017-73 by Trustee Hartmann and seconded by Deputy Mayor Moore.

at the same meeting we also discover a great loss of finances in the Water Department budget.


Well Cleaning Proposal: Mayor Leonard indicated that there is nothing in the current budget to cover the $36,950.00 quote given to clean the wells in the Village and that the Board will consider adding it in to next year’s budget.


And there is the ever creeping closer to the Constitutional Tax Limit. By now you can see, we are struggling to being able to repay a $5.2 million USDA loan, (that the end results, we are suffering in health and finances), the project that was approved by the Boards, USDA, NYSDOH every step of the way. We are facing $4 million in bonds repayment, the servants of the present board want to LOOK TO THE PAST FOR BLAME, they blame the contractor, but they is plenty others that need to share that blame, ALL WORK BY CONTRACTOR COULD ONLY MOVE AHEAD WITH APPROVAL FIRST, OF THE BOARDS, THE USDA AND NYSDOH.



In March of 2018 there was another water increase of 10%. Note the very abbreviated hearing minutes compared to the November 2015 hearing. The veil of deceit starts to grow darker, always there, but getting darker.




April 9 2018 Budget passed, under water department budget we learn of the operating in a deficit, they only claim a 10% increase, but the reality is in nearly 2 years, it was a 24% increase, that didn't aid in any fashion, but perhaps to maintain contracts and benefits as bragged about "Contracted Salary and Benefits for staff" line.


Also not the "Repayment of the Dam repair, UV System and Well project" but no actual payment amount.


ILION ACCEPTS A $2 MILLION SEWER GRANT...…The is misleading, the grant was for $2,541.999 for $10.1 million sewer project.




The board discussed the number of Freedom of information the village recieves and the amount f the times the village employees spend retrieving the information. lesser said MUCH OF THE INFORMATION IS READILY AVAILABE TO ANYONE WHO ATTENDS THE VILLAGE BOARD MEETINGS...THEY CONTINUE TO DENY ACCESS TO AGENDA DOCUMENTS, THIS IS THE BEGINING OF DEFLECTING MISTRUST TO PEOPLE THAT USE THE RIGHT TO KNOW....

Notice the concern of the treasurer of finding this project, yet THE FAILURE TO MENTION THAT $10.1 BONDING FUNDS OF NOVEMBER 2017.


Even more important, is the $255,000 need to fund the General Budget for this project. Don't forget we are barely meeting , well infact we are at a loss repaying the USDA loan. But note, look to the engineers statement, "the infiltration allows water that does not require treatment to be sent to the waster water treatment water facility, and that MEANS HIGHER SEWER BILLS. Remember sewer payments go to the County.


WATER, SEWER PROJECTS MOVING AHEAD DECEMBER 16, 2018.




WE'RE IN A HOLDING PATTERN" SAID LAWTON, REGARDING LONG-TERM IMPROVEMENTS TO THE SYSTEM

Servant lesser "I hope by late spring or early summer we'll have our ducks in a row" We are only repeatedly closer to violations of rights, spending of the peoples funds steeped in breaking laws of NYS Finances, with only still being charged for unsafe potable water.


"Barton & Loguidice - Village Comprehensive Plan: Chris Lawton, John Steinmetz and Robert Murphy from Barton & Loguidice educated the Board on what a comprehensive plan is and how beneficial it is when applying for grant money. It provides direction to the decision makers, strengthens the Village legal positions in land proceedings, and it also increases the chance of funding for the Village. Trustee McKinley said without a comprehensive plan Ilion could fall short of other communities that do have a plan when the Village applies for grants. Mayor Lamica said the board would make a decision by March on whether or not to accept the proposal." minutes of 12-12-2018 The minutes show more munipulation of information provided to the public, compared to news article.


Of recent note, the minutes of August 28, 2019 show an budget ammendment:


Budget Amendment-Federal Aid Water Transmission Main and Water Transmission Main-A motion to approve a Budget Amendment for Federal Aid Water Transmission Main in the amount of $188,080.00 to account code FX 4991 and $188,080.00 to account code FX 8397.2 for a total budget amendment of $376,160.00 was made by Trustee Bridget McKinley and seconded by Trustee Joanne Moore.

More manipulation and misleading information, why does the board and treasurer find the need to act as if they have recently added this amount to the budget? Yet there is no amendment concerning the grant provided for the "transmission line " project?


Interesting according to the budget documents from the comptrollers data the amount $188,080.00, not only had already been placed in the revenue portion of the budget, but is it has already been allocated out in the expenditure portion of the budget.
















Where are we headed? Financially MORE IMPORTANT WE ARE HEADED REGARDING OUR WATER SAFETY? BEING IN THE DARK SHROUND OF GOVERNMENT SERVANTS IS NOT COMFORATBLE FOR ME, HOW ABOUT YOU?
