Updated: Oct 21, 2019

QUALIFICATION? HIGHLY UN LIKELY. THEY STRUGGLE WITH GRANTS, ON VERY BASIC UNDERSTANDING, ALSO, THE HAVE A REPPEATED "LETS JUST RENEGOTIATE AND CHANGE THE CONTRACT OR JUST REWRITE A BUDGET LINE..PRESTO -CHANGO" SEEMS

ONCE AGAIN INFORMATION IS PEICEMEALED OUT, AND A DIFFERENT SOURCE THEY MUST CONTINUE TO PLAY HIDE AND SEEK TO GATHER WHAT WE ARE ENTITTLED TOO.

MINUTES ARE BACK TO BEING DELAYED ON BEING POSTED TO WEBSITE, FORCING THE NEED TO FOIL, WHICH THIS BOARD CONTINUES TO FORBADE. THEY WOULD RATHER VIOLATE RIGHTS AND LAW, MORE IMPORTANT TO HIDE THEIR ACTIONS FROM THE PEOPLE.

§106. Minutes. 1. Minutes shall be taken at all open meetings of a public body which shall consist of a record or summary of all motions, proposals, resolutions and any other matter formally voted upon and the vote thereon. 2. Minutes shall be taken at executive sessions of any action that is taken by formal vote which shall consist of a record or summary of the final determination of such action, and the date and vote thereon; provided, however, that such summary need not include any matter which is not required to be made public by the freedom of information law as added by article six of this chapter. 3. Minutes of meetings of all public bodies shall be available to the public in accordance with the provisions of the freedom of information law within two weeks from the date of such meeting except that minutes taken pursuant to subdivision two hereof shall be available to the public within one week from the date of the executive session.

BUT THIS IS STATUS QUO OF VILLAGE BOARDS FOR SEVERAL TERMS NAMES AND FACES HAVE CHANGED BUT THE GAMES AND DECIET REMAIN THE SAME. AND ALWAYS AT A COST TO THE PEOPLE HEALTH AND FINANCES. YEARS OF POOR WATER QUALITY AND MAINTAINED AS SUCH, BOARD AFTER BOARD...

WHERE ARE WE TRULY TODAY? AFTER YEARS OF THE BOARDS BEING , REPEATEDLY BEING INFORMED OF WHAT NEEDS TO BE DONE TO PRESERVE THE WATER SYSTEM, POOR CORRSION CONTROL , REPLACING METERS, EXCESS UNACCOUNTABLE WATER USAGE ETC. AND THE ONE MAJOR DESICION BY A BOARD, NYSDOH AND USDA ALLOWING THE FIRST TRANSMISSION LINE TO THE WELLS TO OCCUR, AND NO ACTIONS TO REMEDY UNTIL IT CAN NO LONGER BE INGORED

HERKIMER COUNTY WATER PROJECT REQUIRES COMMITMENT TO COST

"IT GIVES US THAT OTHER WATER SOURCE THAT WE DESPERATELY NEED IN THE VILLAGE OF ILION" MAYOR BRIAN LAMICA

YET THIS VILLAGE HAS NOT STEPPED UP TO THE COMMITMENT TABLE ON BEHALF OF THE PEOPLE. FAILING TO BE LEADERS, FOR THE FUTURE OF THIS VILLAGE.

OVER THE PAST YEAR MUNICIPALTIITES HAVE ALL INVOLVED THEIR CITIZENS EVERY STEP OF THE WAY, SURVEYS, MEETINGS, NEWSLETTERS, ETC.

AS WE NOW AWAIT FOR MUNICIPALITIES THAT PUT THIS PIPELINE TO REFEREDNUM VOTE THEIR CITIZENS, WHICH WAS ONCE THE INTNETION OF THIS BOARD BOARD AS WELL.

ACCORDING TO TIMES TELEGRAM APRIL 8 2019 ARTICLE:

"AFTER A FEW MEETINGS HELD ON THE MATTER IN THE PAST FEW WEEKS, LAMICA SAID HE THINKS THE PLAN MAY BECOME A REALITY DOWN THE ROAD. IT WOULD NEED TO GO TO PUBLIC REFERENDUM IN NOVEMBER." FAIL TO UNDERSTAND LAWS AND DUTIES.

"THE ISSUE WITH THE WATER IS NOTHING NEW. "LAMICA SAID, ADDING THAT THE BLAME FOR THE PROBLEM DOES NOT LIE WITH ONE SINGLE PERSON OR ADMISNISTRATION IN POWER. NOW IT COMES TO THEPOINT WHERE WE HAVE TO DO SOMETHING NOW."

FACT IS THIS STATEMENT BY LAMICA CAN NOT BE SUPPORTED NOR PROVEN WHEN THE BOARD FAILS TO PROVIDE REQUESTED DOCUMENTS OF PAST ADMISITRATIONS MINUTES AND OTHER DOCUMENTS OF PAST.

OVER ALL NOT A BAD ARTICLE, BUT THE NUMBERS ADDRESSED ARE NOT THE TOTALITY OF WHAT ILION PEOPLE FACE AND IF A BETTER INVESTIGATION BY THE REPORTER WOULD HAVE LEAD TO BETTER INFORMATION AND OTHER INFORMATION THAT THE PEOPLE OF ILION FACE.

What do truly face:

Future User Costs • Annual O&M increase ~$200-300/year • Annual Debt Payment increase ~$266/year.

The annual debt payment per user pretty straight forward an increase of $266 per user. The Annual O&M increase of $200-300 appears to be more variable. The question is what will the interim operations/ management look like and include in regards to product and services, and what will the ultimate costs be once and if MVWA is the sole source of drinking water and operations. A total of $566 increase.

In 2018, the average charge per residential house hold was about $409.84 for the year. This figure is derived from an average family size of three people using 14,000 gallons of water per billing quarter. $975.00 annually total costs projected would be over a 110% increase!

How are the rates going to be implemented? immediately over 2 years 55% per year or 4 years 25% plus each year?

All the while we face major budgeting concerns as we creep to the NYS Constitional tax limit, that has been in the making since 2012 and rising since.
