Why is the village doing mini sections of "flushing"? More important why is the public being denied notification of such actions? Normal flushing occurs twice a year, spring and fall. And is it being done properly... I think not and once again the people's health is put at risk...
While it may appear that hundreds of gallons are going to waste, there are actually several benefits to this hydrant flushing process. Water main flushing is an important preventative maintenance activity that:
verifies proper operation of the hydrant evaluates the available flow to the hydrant allows utilities to deliver the highest quality water possible to their customers removes mineral and sediment build up from the water mains

Proper Operation of the Hydrant
According to the Massachusetts Department of Environmental Protection (MassDEP), the process of water main flushing is one of the most critical practices carried out by public drinking water systems. This practice allows water operators to identify broken or inoperable valves and hydrants to assure that they are working at their maximum potential.
Fire & Emergency Needs
During the flushing of a hydrant, operators can assess the water pressure and available flow rate for firefighting purposes. It’s imperative that each hydrant is operating as firefighters rely on them for fire-ground operations.
Over time, water settles, ages, and is affected by biofilm (a thin layer of microorganisms) that grows on the inside of the distribution piping. Each of these factors affects the quality and taste of the water, so it is important to flush the water out of the mains and hydrants regularly. Flushing can remove water from areas of the distribution system that have low water use, since the older water may no longer have the desired chorine residual. After seeing these post from others in the , it was time to share other issues I have been raising concerns with State Officials and most recently the EPA.

SIDE STEP FROM LETTER OF June 27, 2019 IMPORTANT TO KNOW
§84 of FOIL, the “Legislative declaration”, clearly indicates the intent of that statute and provides in part that “It is incumbent upon the state and its localities to extend public accountability wherever and whenever feasible”. Based on that direction, it has been consistently advised that there may be no supportable or valid reason for delaying disclosure of records that are clearly public and readily retrievable.
The circumstance associated with the delay, staff limitations, does not involve an agency’s “inability” to respond to requests promptly, but a failure to allocate sufficient resources to enable the agency to give effect to the spirit, if not the letter, of the law.
As the Court of Appeals unanimously held in 1979, “Meeting the public’s legitimate right of access to information concerning government is fulfillment of a governmental obligation, not the gift of, or waste of, public funds” (Doolan v. BOCES, 48 NY2d 341, 347).
YES, AND ONCE AGAIN THE COURT IS ON THE SIDE OF THE PEOPLE
The amendment to FOIL, codified as Chapter 453 of the Laws of 2017 reads as follows:
“Section 1. Paragraph (c) of subdivision 4 of section 89 of the public officers law, as amended by chapter 492 of the laws of 2006, is amended to read as follows:
(c) The court in such a proceeding: (i) may assess, against such agency involved, reasonable attorney's fees and other litigation costs reasonably incurred by such person in any case under the provisions of this section in which such person has substantially prevailed, [when: i. the agency had no reasonable basis for denying access; or ii.] and when the agency failed to respond to a request or appeal within the statutory time; and (ii) shall assess, against such agency involved, reasonable attorney's fees and other litigation costs reasonably incurred by such person in any case under the provisions of this section in which such person has substantially prevailed and the court finds that the agency had no reasonable basis for denying access.
§2. This act shall take effect immediately.”
The intent of this amendment is not to penalize the government for incidental or inadvertent behavior. On the contrary, the goal is to encourage compliance with FOIL and discouraging unlawful behavior, thereby diminishing the need for or likelihood of litigation due to a failure to comply in a manner consistent with law.

According to CDC
B) If the pipe at the street (header pipe) DOES contain lead, lead in the tap water may be coming from that pipe or connected pipes (it may also be coming from sources inside your home).
Until the lead source is eliminated, you should take the following steps any time you wish to use tap water for drinking or cooking, especially when the water has been off and sitting in the pipes for more than 6 hours. Please note that additional flushing is necessary:
a. Before using any tap water for drinking or cooking, run high-volume taps (such as your shower) on COLD for 5 minutes or more;
b. Then, run the kitchen tap on COLD for 1–2 additional minutes;
c. Fill a clean container(s) with water from this tap. This water will be suitable for drinking, cooking, preparation of baby formula, or other consumption. To conserve water, collect multiple containers of water at once (after you have fully flushed the water from the tap as described).
3. In all situations, drink or cook only with water that comes out of the tap cold. Water that comes out of the tap warm or hot can contain much higher levels of lead. Boiling this water will NOT reduce the amount of lead in your water
