LAND OF CONFUSION FOR VILLAGE OF ILION

We have had too many contradicting stories coming out of the Village Board, almost have keep a score card, and play a game of hop scotch or hide and seek to even find which media source they will use.


The tax payers have paid B & L to do a job. A job by reputation is one of expertise, knowledge and the ability to bring solutions to our water issues of many years. That is only if the unprofessional learn to heed advice.


In the recent new article from Spectrum, there are many statements made by Mayor Lamica, when should not have been done so blatantly, a simple reference to the Presentation made B & L, (that was the point of having the PDF available on website)





Understand the misdirection to blame the engineer, is pure deflection. 1) ALL CAPITAL PROJECTS MUST BE APPROVED BY EACH BOARD THAT IS INVOLVED, THIS WAS APPROVED DURING THE STEPEHNS/NEALE ADMINS. 2) IN THIS INSTANCE, IT ALSO NEEDED APPROVEAL FROM THE USDA AS WELL THE DOH. 3) SOME APPROVAL WAS DONE BY LEONARD ADMIN. (APPROVAL OF UV etc.) Reference the Village Board meeting of March 3, 2018 concerning engineer litigation.


For those in nonattendance, the questions asked (the given responses) were not recorded, this is a huge problem and one that should not have occurred or will not occur in the future. They admitted to operations being the problem (corrosion control measures) the same in Flint.


Remember you can spend all the money in the world to address issues, but if you have management or employees who are inept, unskilled, or unknowledgeable as to how to utilize the tools they have, things will not improve. Remind Mr. Lester and Lamica of the tens of millions spent on pervious "improvements" that ended up in the scrap heap or unusable. Water softeners, micro strainers, D. E Filters, Fluoridation, #3 reservoir, intakes closed, filters abandoned, Russell park tank, and the infamous wells.

It must be conveyed to the people that elected officials and public management of its drinking water has and will fail. Privatization with MVWA is the ONLY option. - David Murray Ilion Resident


As for the pipe dreams of ONLY , using MVWA as back up, not only is NOT a potential reliable, it is down right impossible, not only for safety reasons, but it would be something financially distructive to tax payers. And in great contradiction of the experts of B & L.


It has been admitted to that corrasion control has not been achievable since 2015 when the wells went online. Don't forget it the board totes the age of the pipes.

THE WELLS WENT ONLINE IN 2014 (uv WENT INTO ACTION 2015, THE WELL WERE ONLY MEANT TO BE A SUPPLEMENT(AFTER THE DROUGHT OF 2012)

The double talk and manipulation of a willing media continues. Confident it will resolve issues? This is not what the Engineers believe or presented. This $4 million project is one of many in a $40 million-dollar proposal by Engineers. Pressure may be reduced and eliminate some water breaks, discoloration and high pressure, but not the entire system. undersized mains, dead ends, calcification of pipes, lead, high chlorine, lack of proper and adequate corrosion control, an inadequate supply all remain an issue. The seconded bonded $7 million is merely a down payment on 20 million needed for distribution repairs.


Village officials are still contemplating the dream and desire to maintain their own public drinking water supply and services. This is evident in the remarks of talks with MVWA for a secondary source. Here is the problem. The wells cannot be used reliable as a primary source, the capacity is not there. 800,000 gallons a day at maximum full throttle. The DOH has expressed this and the village is under mandate to rectify. The transmission line does not allow for the wells and MVWA supply to be run simultaneously. So, the backup option is a moot point.


Even if the VB anticipates and desires to utilize the current filters and or upgrade to rapid sand millions more than the already 20 million would be needed, with no guarantee of success as claimed and touted by the VB. This is also clearly stated in risks and benefits in B&L proposal #1 and #2.


Someone, hopefully the Engineers and or State DOH need to wake the VB up to reality of these facts, and the VB needs to stop misleading the public in declaring quick fixes and victory. The only "guarantee" of safe, adequate, affordable and aesthetically pleasing water, is to purchase from MVWA, abandon all other options and quick fixes, with the eventuality of the Village getting out of the water supply business, and turn over operation and management to a multi-million dollar professional agency, with the necessary experience, finances and resources. 18 other communities and many more have and are realizing this. Anything less would be a failure and throwing good money after bad.
