Interesting things can be learned when you read the minutes, even ones from the past. You start to figure out just who has been around assisting in the destination of this Village.
Moore, she is easy, she never misses an opportunity to brag about her 12 years! But just what has she done in that 12 years?
Well, recently she did inform the public on FB ICCC page, that it cost the Village $5,000.00 to demolish 161 Otsego St.
Moore: "It was taken down by the Village , because it was a health hazard. The Village will try to recoup some of the $5000.00 by possibly selling to the owners on either side of the property. Projects like this are difficult and time consuming, especially when there is no insurance. In the end our residents and their safety ALWAYS com first"
A few comments down, you will see Lamica, comment, "the Fire Chief and I determined, that is was unsafe and backed up by a local engineer"
1) according to the budget of this year, it cost the Village $10,000.00 and that did not include clean up, it will have to be treated as if it has asbestos. This was confirmed by the treasurer, MJ Thompson in the Times Telegram Jan. 24 ,2019 "The Village paid $10,000.00 to have the house taken down and the cost of having material hauled away, could run as high as $20,000.00, Thompson said. Because there was damage by fire, the material must be handled as if it contains asbestos. The removal work will be delayed until spring.
Sadly, Moore and Lamica statements are a lot less truthful. Safety does not come first for the residents
The Board was advice by CEO Carter what the next action was to be done. Long before January. The Board did not start Condemnation action. They chose to ignore procedure, leaving residents at risk. And then they falsify figures to the public. BTW, as of this post, 245 East State, is still standing. Guess this Board, only cares about the residents in certain areas.

• Report: There was a consensus to accept the report as submitted.
• 190 East Main, 245 East State, 161 Otsego - Status of Fire Properties: PMO Carter has had no contact with the owners of these properties. PMO Carter has sent out two letters and no response from any of the owners. Mr. Vallaro’s property, located at 161 Otsego St. is being handled by his attorney because he lives out of state. PMO Carter said the next step is to condemn these three properties.
Having knowledge of a safety issue in October and intentionally failing to start condemnation procedures, the Board created a grave liability risk to residents, all residents, allowing the property to stand. They placed the neighbor at risk, as well as any residents that waked past that home.
VIL 4-412 (12) An officer or person who assumes to create a liability or appropriate money or property of the village without authority of law, or assents thereto, is personally liable for such debt, or to the village for such money or property. Each member of a village board present at a meeting thereof when such unlawful action is taken is deemed to have assented thereto, unless he expressly dissents and requests such dissent to be entered upon the minutes of the meeting. If any person shall have heretofore appropriated or shall hereafter appropriate money or preperty of the village, contrary to law, and the facts in relation thereto are known to the board of trustees, and, after this section as amended takes effect, such board fail for thirty days to bring an action against such person to recover such money or property, each member of the board having such knowledge shall be guilty of a misdemeanor and liable to removal from office unless within such period of thirty days he shall file with the village clerk a written request, signed by him, requesting the bringing of, such action or shall cause to be entered upon the minutes of a meeting of the board a motion made by him for the bringing of such action, or his vote in favor of such a motion.
