AGREEMENT FOR THE POLICE DISPATCHERS

2015-2018


This Employment Agreement ("Agreement") is made by and between the Village of [lion, a New York municipality, ("Village") and Patricia Hendrix ("Senior Dispatcher") and Ann Treen ("Dispatcher").

Patricia Hendrix is currently employed by the Village as the Senior Dispatcher and Ann Treen as a Dispatcher, and both desire to retain those positions,


SECTION 1. EMPLOYMENT DUTIES


The Village wishes to continue to employ Patricia and Ann as Police Dispatchers, and Patricia and Ann agree to accept the conditions of employment described in this agreement. They shall serve as Senior Dispatcher and I)ispatcher, respectively, at the sole discretion and pleasure of the Village, pursuant to New York State Civil Service I.,aw, and shall perform any other duties the Village Board may deem necessary.

Unless otherwise specified by the Village, the Dispatchers shall work a twelve (12) hour shift schedule which coincides with the PBA schedule developed at the Police Chief" s discretion to optimize Village services.


SECTION 2. DISCIPLINE AND DISCHARGE


The Dispatchers are subject to discipline and discharge pursuant to Section 75 of NYS Civil Service Law.


SECTION 3. SICK LEAVE


A. 'l'he Dispatchers will for twelve (12) hours of sick leave per month.

I)ispatchers may accumulate a total of twelve hundred fifty-six hours (1 ,256) hours of sick leave.

13. A Dispatcher who has attained twelve hundred fifty-six (1,256) hours of accumulated sick leave will cease to be granted the twelve (12) hours of sick leave per month. However, should the I)ispatcher use any part of her maximum accumulated sick leave, she will again start to earn sick leave at twelve (12) hours per month beginning the first month after returning to work. Accumulation will continue until the Dispatcher has again reached the maximum of twelve hundred fifty-six (l ,256) hours.

C The Dispatchers may contribute to the PBA sick bank in accordance with Section 17-H2 of thc PBA agreement, but in NO case will this increase the Dispatchers' accumulat'ed time or buy-out at retirement.

D. Yl'he Disp'atchers may take up to one hundred twenty hours (120) of accumulated sick leave per year for family illness.

E. In the event of a I)ispatcher's death or retirement, the Dispatcher or her heirs shall be awarded an amount equal to the Dispatcher's accumulated sick leave, not to exceed eleven hundred sixty (1,160) hours, computed at 75% of her outgoing rate of pay. The Dispatchcrs may elect to use the monies due at retirement to extend health care at a dollar 'f'ör dollar exchange.


SECTION 4. PERSONAL LEAVE

l"he Dispatchers are entitled to 48 hours of personal leave time per year. This time is non* cumulative and will not be reimbursed if unused in a calendar year. Upon retirement, however, reimbursement will occur för any unused personal leave time remaining in that year.


SECTION 5. BEREAVEMENT LEAVE


Absence from duty by a Dispatcher because of a death of a member in her immediate I:åmily will be allowed, without loss of compensation, as follows:

A. An immediate family member is defined as a spouse, child, mother, father, sister, brother, grandchild, grandparent, mother-in-law and father-in-law or if any of these family members are step relatives.

B. Absence from duty for any reason stated in this section will be granted by the Chief of Police Ibr a maximum of three (3) calendar days per incident, one (1 ) day being the date of the funeral. The three days need not be consecutive, i.e. to allow for spring intet•ment. C. If the Dispatcher must travel out of state, she may, at the Village Board's discretion, be granted up to an additional three (3) calendar days of leave if the decedent is related as defined in Section 5 A.

D. Such bereavement leave is above and beyond regular sick and/or personal time and cannot be accrued.

E. In the event of the death of other fåmily members, the Dispatcher may use either personal or sick time up to a maximum of three (3) calendar days per incident, one (1) day of which must be the date of the funeral.

F. Any exceptions to the aforementioned bereavement leave policy will be made by the (.N»hief of Police in consultation with the Department Liason.


SECTION 6. BENEFIT (includes vacation and holidays)


Vacation/Benefit time for Dispatchers will adhere to the following schedule:

After one (1) year of service - 192 hours After five (5) years of service - 228 hours After ten (10) years of service - 264 hours After fifteen (15) years of service - 288 hours After twenty (20) years of service - 312 hours

After twenty-fi.ve (25) years of service — 12 hours additional per year, not to exceed thilty-six (36) hours, with a maximum of 348 hours.


SECTION 5. LONGEVITY


There are two (2) longevity schedules for the Dispatchers due to the dates of hire and agreements made when hired.

Senior Dispatcher Patricia Hendrix received the following non-cumulative schedule:

3 years - $275

7 years - $550

12 years - $875

17 years - $1,300

22 years - $1,925

27 years - $23150


Dispatcher Ann "l'reen does not receive longevity, per the letter dated 3/31/08 outlining the terms and conditions of' her employment.


SECTION 8. JURY .


Should a Dispatcher be called to serve for jury duty as certified by the Court Clerk, she shall receive her normal pay but shall remit any and all compensation received from the Courts to the Village Treasurer _immediately upon receipt.


SECTION 9. HEALTH CARE BENEFITS

The Dispatchers are eligible to participate in the Village health benefit plan. The Dispatchers will be responsible to contribute to their insurance premiums at a rate of 12% for the duration of this agreement.


SECTION 10. SALARIES


There will be a 2% increase in base salary effective on 6/1/2015, a 2% increase on 6/1/2016, and a 2% increase on 6/1/2017.

There will be a 12% shift paid for working the 7:00 pm — 7:00 am shift. This differential will go into effect on June 1, 2016.


THIS AGREEMENT COMMENCES JUNE l , 2015 AND EXPIRES ON MAY 3 1, 2018.

In witness thereof, the Village Board has caused this instrument to be executed by its duly authorized officers and its corporate seal affixed along with the Police Dispatchers' signatures on this S day of, 2016.
